This study is aimed at establishing a theoretical foundation of child welfare. I put emphasis on the understanding of human being, the buliding of philosophy of child welfare, sane view point about child. In order to understand human being I adopted biological, sociological, psychological understanding. By biological understanding we can find characteristics which shared by every man. By sociological understanding we can distinguish social traits of a group from others. By psychological understanding we can see unique charatristics of every individual. Child welfare is a field of social welfare, likewise the basis of the philosophy of child welfare is that of social welfare. The philosophy of social welfare are worth and dignity of humanity, right of self-determination, equal opportunity and social responsibililies. In order to estabilish a sane view point about child, 1 criticized traditional view point about child and enumerated righto of child and characteristics of child. On the basis of it I described a desirable view point about child. We shoud remember that it has also human right, it is unique being, it has potentiality and it has torce of growth. Estabilishing a sane view point about child are alpha and ornega of chid welfare.
